We need better involuntary commitment rules for mentally ill

Tomorrow will mark three weeks since the Newtown, Conn., school massacre. The wretchedness of that day has touched off a national debate about preventing mass murders -- as it should. But lately the conversation has narrowed to gun control.

In a year-end interview, responding to a question about the political fights ahead, President Barack Obama voiced his support for banning assault rifles and high-capacity clips, and for better background checks for gun buyers. What I didn't hear from the president was a vow to strengthen our mental health system to treat people like Adam Lanza before they descend into madness. Whatever Lanza's technical diagnosis -- schizophrenia? -- executing two classrooms of first-graders is by definition mad.

Gun control is easier to discuss, because there is an identifiable, organized opposition in the National Rifle Association. But mental illness is harder to recognize, reach and heal.

Consider the divergent responses I received to a column that ran right after the Sandy Hook killings. I wrote that in New York, as in most states, the law allows for involuntary commitments of those who are mentally ill. What's more, New York permits someone to alert the authorities to dangerous behavior while remaining anonymous.

Some readers wondered about the potential for abuse of involuntary commitment -- also called civil commitment. "How do [the authorities] know that you are just not furthering a neighborly feud or personal vendetta?" one man emailed.

Others said that even though such laws exist, they are almost unenforceable in practice. A mental-health group home administrator said he has often been frustrated when calling for help: "There is no mechanism for involuntary admission unless the person is either violent or expresses violent ideas in front of a psychiatrist or police."

And so there is the conundrum. The problem isn't the law, exactly, but the judgment, resources and political will to enforce it.

We have yet to find the place where the pendulum should rest since deinstitutionalization began in the 1960s. The idea was to wipe out the abuse of mentally ill people, to respect their civil rights by closing psychiatric hospitals and moving toward community-based care, such as group homes and outpatient treatment. But the system that was supposed to take the place of psychiatric hospitals has never been adequately funded or built out.

The results are cruelly inadequate. Twenty percent of prison inmates, and at least one-third of the homeless, are seriously mentally ill, according to the national Treatment Advocacy Center. Mostly, they are not receiving the care they need to heal, stabilize and lead full lives.

And, as appears to be the case with Lanza, responsibility for care falls to individual families -- sometimes with disastrous results. In two other recent mass murders -- the killing of 12 people and injuring 58 at a Colorado movie theater in July, and the wounding of Rep. Gabrielle Giffords and killing of six others in Tucson two years ago -- family, acquaintances and school officials had been alarmed about the behavior of the two men who became suspects. Yet no one stopped them.

Most mentally ill people are not violent, but statistics favor stronger civil commitment laws. According to a 2011 study by the University of California, Berkeley, states with stronger laws have homicide rates about one-third lower.

Vice President Joe Biden is preparing a report on preventing mass shootings. If he wants a place to start, he might consider our patchwork of state civil commitment laws -- both how they are written and how they work in practice.

Embracing the new normal

There's nothing like a life-shaking storm to make people appreciate normal. Usually, normal is ho-hum. But when life is turned upside down, normal is the most welcome feeling.

Normal didn't return for me, after superstorm Sandy, when we got our power back or refilled the refrigerator. It was when I saw faces I hadn't seen since before the storm - about two weeks after it knocked our Island around. There we were, smiling, most of us showered, and whole. Normal returned when I realized that people in my community were, for the most part, going to be OK.

That's not the same as saying life will be the same as it was before the storm, or before this long recession. Instead, we're living with a "new normal" - a sense that we must permanently lower our material expectations. Maybe the new normal will define our moment in history.

Some day, years from now, we may think of these times the way people recall the Great Depression. People who lived through it went on to stash away money - sometimes in places far away from banks they no longer trusted. They hoarded food; waste became a sin. Our recollections of 2012 may be that this was the year we acknowledged how much we depend on each other.

Our country has weathered a long series of blows. The banking crisis of 2008 diminished or zeroed out our home equity. High school graduates applied to cheaper colleges, and college graduates couldn't find jobs. Stretches of unemployment lengthened, people couldn't pay their mortgages, and then ... Sandy.

It's fair to say that many of us are feeling wiped out. Thousands of homes and more than a dozen people on Long Island were lost in the storm. It's the sort of thing that makes normal seem miraculous.

You probably think I'm going to say that we should be grateful for normal. It is Thanksgiving Day, after all. Children's smiles, purring kittens, dry basements and the smell of coffee. Yes, all of that.

But there is another point worth remembering, and that is that as the winds have receded, it's impossible to miss the compassion going around. We heard about the occasional tempers flaring as people waited in hours-long gasoline lines. But for the most part, we were patient with one another. Those with generators opened their homes. A friend cooked all the chicken from her neighbor's powerless freezer and fed the neighborhood. An out-of-state tree cutter returned to one woman's home, after his shift was over, to make sure she had lights and heat. Fire departments set up cots for utility workers who were far from home.

Everyone has storm stories like this.

During this recession, unlike those of the past, volunteerism has been on the rise, according to Wendy Spencer, chief executive of the federal Corporation for National and Community Service. What motivates volunteers, he says, is connection to community, and a sense that we are all going to have to contribute if we are going to achieve community and national goals.

This year's re-election of President Barack Obama seemed to me to be an affirmation of depending on each other, with a vision of prosperity for the broadest number.

I don't hear people talking now about what they can get out of the government. They are discussing buying generators when the price goes down and how long food will keep in a freezer if you leave it sealed. They're vowing to fill the gas tank at the next storm warning.

People aren't acting like victims. They're adjusting. They're finding a new normal. It's one of the things we as a people do best.

Easy college loans could be next 'mortgage crisis'

The parallels to the mortgage lending boom pre-2007 are eerie. People are qualifying for large loans with no regard to their ability to pay. For borrowers, there's no income check, no need to verify employment, and no disclosure of how much other debt they've taken on.

Welcome to the booming field of college loans 2012. As reported earlier this month in a joint investigation by the nonprofit news organization ProPublica and The Chronicle of Higher Education, the federal government gave out $10.6 billion last year in Parent Plus loans, which average about $11,000 per student per year. Adjusted for inflation, that's $6.3 billion more than in 2000. Just under a million families signed on for Parent Plus loans last year -- almost twice as many as in 2000.

The U.S. Department of Education, which runs this particular program, should not be in the business of knocking down families into poor credit and poverty. Yet, Parent Plus loans -- like the no-money-down mortgages of a few years back -- appear to run the risk of that very outcome.

The journalists' report tells the story of a woman making $25,000 a year in 2000 who took out $17,000 in loans for her daughter to attend NYU. Today, with fees and interest, the mother owes $33,000. Her credit has been so badly damaged that she can't qualify for a loan to send a second daughter to college. Student loan debt for Americans, as a whole, now exceeds credit card debt.

This tale of easy credit for people with little means is all the worse when you consider that one in five Parent Plus loans went to students who also received Pell Grants -- need-based financial aid for households with incomes under $50,000 that don't have to be repaid.

Is there a role for the Department of Education to tighten this lending? Should the department perform better credit checks on families? The answer to that question depends in part on your faith in the future. Lending to the parents of bright young students could give them the opportunity they need to step up the social ladder.

But there's also a gloomier prospect -- and another parallel to the mortgage disaster. The housing bubble inflated because people counted on housing prices to continue climbing skyward. With similar sunny optimism, families have been depending on graduates to emerge into careers with steadily growing paychecks.

Yes, college graduates earn 75 percent more, on average, than their peers with high school degrees. But that's if they can find a job. Some estimates say that 54 percent of recent college graduates are unemployed or underemployed -- meaning, they would prefer to work more hours or could take on more responsibility.

Another problem with Parent Plus is it allows colleges to keep raising tuition and fees. The bill for bigger student centers, fancier dorms, and higher faculty and administration salaries is being shifted onto middle- and working-class families. Colleges often steer families toward Parent Plus loans -- some include the loans in financial aid award letters -- when the colleges could be giving students a break on tuition.

Surely, colleges believe that families will safeguard their finances and forgo a loan that puts them at risk of defaulting. But is that asking too much of parents, who may be excited about an acceptance from a child's dream school? Pride and easy credit are a dangerous combination. I wouldn't want to deny a child the chance at an education that might mean everything to his or her future. Upward mobility is hard enough in this country -- and getting tougher all the time.

Yet the Department of Education and colleges need to close this lending spigot. Strict lending rules aren't punitive. They're just good sense.

Teachers are testing new evaluation system

Stories of silly test-taking are filling the halls of the public high school and middle school that my daughters attend. This fall, our school district is testing kids on topics they haven't learned yet.

Teachers are placing geometry and chemistry questions in front of students who haven't ever studied the subjects. Kids new to Spanish class are being asked to leer y escribir.

What's the point? To measure student growth in this new age of evaluating teachers, apparently one must test kids at the beginning of the school year, and then again once they've finished the class. The difference in scores will show the growth students have achieved.

Generally, I love our school district, but this is a disheartening approach. Kids are joking about filling in the little ovals in a Christmas tree shape, or choosing all "B" answers. One foreign-language teacher told the class she wouldn't be unhappy if they bombed on this initial test - it will make her and the students look that much better in the spring.

Such a cynical approach is bad for students. Tests ought to be sophisticated enough to measure growth from one year to the next without presenting kids with impossible questions. Teachers should take a more sober stance toward teacher evaluation, and work with administrators to create a serious system to weed out the bad teachers, assist the struggling and honor the good. Teachers have everything to gain by elevating their craft's status in the public eye as a professional calling.

My opinion isn't teacher-bashing, it's teacher self-interest. When underperformers keep their jobs, other teachers have to do remedial work with students the following year.

Standards elevate. At times, there has been talk about creating professional certification for journalists, with an ethics board to kick out the miscreants. That might hoist our approval ratings out of the trough. But journalism's denizens haven't been able to decide on the terms of evaluation. Sound familiar?

I wonder if other school districts have found a better approach to the state Education Department's directive to create a teacher evaluation system. Districts are supposed to base 40 percent of a teacher's grade on test scores - 20 percent on student results on standardized state tests, and 20 percent on tests created by the district. The remaining 60 percent will be based on administrators' observations.

What could go wrong? Well, a lot. Say an administrator dislikes a teacher for personal reasons, or has cause to favor another. This is all the more reason for teachers to engage in how the evaluation process is written, and what results it produces in these early years.

My kids' district, by giving them tests they can't hope to do well on, is reinforcing suspicion of authority: The administration is making us do it this ridiculous way. But imagine if all the adults in school seemed to be cooperating in their quest to educate. Wouldn't that send a healthier signal to students? We would be telling them that the people who are in charge of their world agree on what's good.

I saw an inkling of this on meet-the-teacher night in the gym class. In both the middle and high schools, gym teachers explained that they are working fitness into the curriculum - teaching kids about staying strong and lean, instead of just instructing them on the rules of the game. The idea made sense, and if the gym teachers resented this change, it didn't show.

It's going to take time to work out the bugs in this new, national effort to grade teachers. For the sake of the good and dedicated ones, teachers should be engaged and insist on wielding their own marking pens.

Less homework is a good thing

As school doors swing open, it will be time once again to engage the homework battles.

A major front, every year, is the parents' complaint that schools give too much homework. This campaign has received recent reinforcement with the publication of "Teach Your Children Well" by Madeline Levine, a psychologist who treats adolescents in affluent Marin County, Calif. Levine says that high-pressure parenting with Ivy League goals can leave kids feeling empty inside. Family rituals that generate enthusiasm and contentment are being lost.

Canada has gotten this message. The nation's education minister has directed schools to make sure students are not overloaded. Toronto schools, with nearly 300,000 kids, have limited elementary school homework to reading, eliminated holiday homework and adopted language endorsing the value of family time.

U.S. schools are also experimenting with reduced homework, but there is no national directive like in Canada.

The Banks County Middle School in Homer, Ga., stopped assigning regular homework in 2005. Grades are up, and so are results on statewide tests.

The Kino School, a private K-12 school in Tucson, Ariz., allows time for homework during the school day. Kids can get help with the work if they need it, or spend the time socializing and do their homework later. Giving kids this choice teaches them to manage their time.

Not all the experiments are positive, though. In the 2010-2011 school year, the schools in Irving, Texas, stopped counting homework as part of a student's grade. After six weeks, more than half the high school students were failing a class - a huge increase. The kids seem to lack the judgment and experience to know on their own when additional studying or work outside class is needed in order to pass tests and complete projects.

There ought to be a middle ground. Mandating "no homework" days or weekends, or setting guidelines for how much time children should spend on homework according to their age, seems reasonable.

One leading researcher, Harris Cooper at Duke University, recommends 10 minutes of homework a night for each grade a child is in. In other words, 10 minutes in first grade, 30 minutes in third grade, etc. For middle school and high school students, Cooper found no academic gains after one-and-a-half to two hours of homework a night.

Couldn't teachers assign homework only when the work really can't be accomplished in school? Say, for a project where kids are interviewing various people on a topic?

Cutting back on homework can make the difference in whether some students even attempt the assignment. And teachers who assign large amounts of homework are often unable to do anything more than spot-check it. Shouldn't teachers have the time to read homework closely, so they can see whether kids are learning?

One problem is that parents have trouble even finding out what the assignment is. This sounds straightforward, but parents for the most part only know what kids tell them. In this digital age, schools should communicate better.

Poorly thought-out assignments can make students cynical about school and crush their love of learning. I'm sure you've heard the perennial question, "Am I really going to use this after I graduate?" Some countries teach their children well without much homework. In Finland, for example, which ranks near the top in science worldwide, a half-hour of homework in high school is the norm.

Like many things in life, homework may be a case where less really is more.

Tougher life choices for this generation

Entering adulthood used to be like wading into a gently sloping lake. You got your feet wet with a degree or job. Then maybe you found an apartment, and eventually a life partner. Soon, you were swimming in deep water.

But today, it feels as though the water gets deep fast. Young people can't just splash around and "find themselves" anymore. The world has changed.

Work can disappear with little warning. Skills grow obsolete fast. Lifetime employment and corporate loyalty are mostly things of the past. Compared to two decades ago, the average American worker puts in an extra 164 hours per year on the job, according to economist Juliet Schor. And adjusted for inflation, middle-class U.S. workers make less than they did in 1971.

These pressures mean that anyone who wants to "have it all" - career, family and leisure - needs to look way ahead. We parents would be wise to talk through the choices very explicitly with our children, especially the majority who are likely to want both work and kids.

We can explain the need for a sharply different perspective on career planning. For example, a friend of mine in her 20s who just got married says that she and others her age won't rely on working for an employer. The long hours and lack of security aren't worth it. Her plan is to run her own business and live frugally. Great idea; I hope for her sake it works out.

Another option is to choose an explicitly family-friendly career, something women have been doing for ages - a career with predictable hours and even some job security. Men increasingly are doing likewise; they make up ever more of our nurses, school teachers, bank tellers and food servers.

Even for the most ambitious, there are ways to craft a career that allows for more family time. A study of nearly 1,000 women who graduated from Harvard College between 1988 and 1991 showed that, 15 years after graduation, the ones who became doctors and lawyers had an easier time combining work and family than did those who later got an MBA. The doctors and lawyers had shifted to part-time work, opened their own practices with like-minded colleagues, or moved into the nonprofit sector or government work. The businesswomen, by contrast, faced an either-or choice: Put in grueling hours or quit.

Marissa Mayer, the new Yahoo chief executive, is an example. She's 37, will give birth this fall, and plans "a few weeks" of maternity leave during which she will continue to work. But if you want a different sort of work-family balance for yourself, then perhaps you shouldn't plan on following in her footsteps.

Stories about families working together to make hard choices are encouraging. Austrian tennis player Sybille Bammer, for example, had a child at 21 and quit competing. She went back to tennis after her life partner, and the child's father, became her coach, hitting partner and Mr. Mom. For a while, they lived on $500 a month.

Then there's Angela Braly, chief executive of health benefits giant WellPoint, whose husband left his family business for a more flexible schedule in real estate and teaching. They have three children. How do we discuss the complexities of the modern balancing act without blunting our kids' ambitions? I can hear them mocking us now: Settle for the mommy track early, dear, and save yourself a lot of angst. But that's not the message. On the contrary, what's important is figuring out what you want and planning for it, precisely so you don't end up sidetracked.

Couples considering a family should talk openly about their expectations, too. You know the old saying: If you don't know where you're going, you're sure to get there.

The 'lost generation' of teenage workers

I well remember how my first job made me feel: capable, creative, in charge. I was a summer counselor at a YMCA day camp, and still practically a kid myself, just out of 10th grade. I made a lot of mistakes.

As the arts and crafts counselor, I blew most of my $200 budget on Popsicle sticks and gimp. We ran out of arts and crafts supplies halfway through the summer, and so taking long "nature walks" became our fallback. I wonder what the campers' parents thought.

Making mistakes like that is partly what early jobs are all about. We learn, and then make better decisions when the "real" job comes along.

So it's troubling that teens today are facing their third straight summer of bleak employment prospects -- in fact, the worst since World War II, when the government began keeping track. In April, the jobless rate for 16- to 19-year-olds approached 25 percent. And the unemployment rate only counts those actively looking. Many are too discouraged by the dismal economy to try.

Parents may debate the merits of teens taking jobs bagging groceries versus studying or pursuing music, sports or college-level courses. But the poorest Americans don't have that choice, and to double down on their woes, they are hit hardest by teen unemployment. Last summer, just one in five teenagers with annual family income below $20,000 had a job, according to a report by Northeastern University's Center for Labor Market Studies.

Not only aren't these teens earning needed cash -- or learning the life lessons I got at the YMCA -- but the joblessness they experience now may drag them down for years. One study in the United States and Britain said that 37-year-old men who had sustained a year of unemployment before age 23 made 23 percent less than their peers. The equivalent gap was 16 percent for women.

College graduates who took jobs beneath their education or outside of their fields often never got back to where they might have been, according to what the Japanese learned from their "lost decade" of economic doldrums in the 1990s and early 2000s. When the Japanese economy recovered, employers preferred graduates fresh out of school, creating a generation that suffers higher rates of depression, heart attack and suicide, and lower life expectancy.

These structural problems with capitalism -- the ups and downs of the business cycle -- should not be borne by individuals, but collectively. That's why we have unemployment insurance, for example.

Other countries seem to have a better understanding of this. Germany's renowned apprenticeship program, a training period of two to four years, attracts roughly two-thirds of vocational school students there. They're often hired afterward, one reason Germany has a far lower youth unemployment rate than us, at 9.5 percent. Firms and government share the apprenticeship expenses.

The Netherlands, also keen on averting a lost generation of workers, is dividing full-time private sector jobs into two or three part-time ones, with government providing supplemental income for part-time workers. When the economy improves, Dutch 20-somethings will be ready with skills and experience.

The New York Youth Works program has the right idea. On Long Island, at least 64 employers have signed up. The program offers them tax credits for hiring low-income youth. Given that unemployment among teens is more than twice the 7.4 percent rate for adults on Long Island, we should expand this program.

When teens work, it teaches them independence, responsibility, a good work ethic and how to get along with others. Our collective future depends on investing in their success.

Must the state drag parents into piercings?

The New York State Assembly passed a bill last week requiring parents to sign a consent form for their kids younger than 18 who want to have a body part pierced.

I don't normally react badly to nanny state imperatives; I don't miss the trans fats in my New York City restaurant meals one bit. But the body-piercing age limit struck me as intrusive.

It happens that the week before this bill passed, my 14-year-old told me she might like to pierce her upper ear or navel. Those seemed pretty tasteful to me, and more reversible than a tattoo.

"I suppose I should act shocked so you won't take your rebellion phase any further," I joked.

But this is serious. What right does the state have to insert itself into my job as a parent? Forcing my kids to ask permission would turn casual discussions about boundaries and style into high-stakes negotiations.

As a mother of teens, I see how important it is to them to develop their identities. And if everything they do to express themselves has to have a parental sanction - well, that's no longer self-expression, is it? At least, not a self-expression they are in charge of. It takes the freedom of choice out of the teen's hands and puts parents in the role of censor.

Would I be more concerned if my daughter wanted something awful, like nipple or genital piercing? Or an ear gauge? Absolutely. But then, she wouldn't be likely to talk to me about it. Let's face it, this bill could pretty much put an end to body piercings under age 18.

The bill is in the State Senate now, and it looks likely to pass before the scheduled adjournment on June 21. Legislators are under pressure after news stories in April revealed that kids as young as 12 were able to get body piercings for $20 in the East Village.

Some shops won't do the procedures on anyone who can't prove they're 18, and local laws in some places back them up. But there's no statewide minimum age, and if one parlor refuses to honor a young customer's wish, he or she can always shop around.

There is a certain logic in the body-piercing bill, since teens younger than 18 cannot get a tattoo, even with parental permission. The tattoo artist who breaks this law can fetch a class B misdemeanor, meaning a fine of up to $500 or as much as three months in jail. The body-piercing bill would carry the same penalties.

It's certainly hard to argue against parents being informed about body piercing, since it comes with health risks: allergic reactions, infections and scarring. Piercings can be easy to hide, but parents can watch for health problems if they know about them.

And piercing-shop owners may welcome the law. Who wants the legal liability for maiming or sickening a young client? They would probably be glad to be rid of the pressure to give a 12-year-old a tongue stud.

Katie Ragione at Tattoo Lou's in Selden says the shop already requires notarized parental permission for body piercing, and of those shops that don't, "we tell people to watch out for them." She's concerned that shops that cut parents out could be taking other shortcuts.

But it could also drive body piercing underground. Some piercers would still perform the work without parental permission, maybe at a far higher cost. Or, kids could simply grab a needle and an ice cube and do it themselves. If teenagers are determined to pierce something, they'll find a way.

Most other states have passed laws restricting body piercing for minors. Some Canadian provinces set the age at 16.

That lower age may just strike the right balance, and New York's legislators should consider that compromise. That would keep the younger kids out of the piercing parlors - and prevent the nanny state from treating older teens like babies.

'Hunger Games,' young adult films, reflect a grimmer culture

'Kids killing kids." That's how the trilogy "The Hunger Games" is summed up by critics of the forthcoming film, premiering March 23. And it's not an untrue or inaccurate description. That arrow absolutely hits its mark.

As much as I'm a values-enforcing mother of two teenage girls, I have to admit, I love "The Hunger Games." I've read 21/2 of the three books, partly in an effort to have conversations with my 14-year-old. But it may be easier to accept the violent story line on the page than it will be to see it come to life on the big screen.

In an age when Columbine is still much more than a Colorado high school and, just three weeks ago, a student emptied his handgun in a school in Ohio, killing three students, should we ever be sanguine about kids killing kids? The idea makes you want to pop in an escapist Disney DVD - you know, the one with the happy ending. Oh, right, that's every Disney film.

In fact, we've spent generations feeding kids happy endings. Fairy tale characters may face grim obstacles, but they almost always prevail in the end. More recently, our culture has been walking up to darker themes. Voldemort tried to kill the hero in the "Harry Potter" series. The birth scene toward the end of "Twilight" was gruesome.

Are kids ready for all this?

The "Hunger Games" series is set in a post-apocalyptic future, in which the country of Panem is divided into 12 fenced-in manufacturing or agricultural districts, ruled by a hyper-powerful Capitol. Capitol residents obsess about their attractive bright pink hair or sequined skin, while district dwellers are often desperate for medical care or enough to eat.

Each year, two district representatives - a teenage boy and girl - are chosen by lottery to fight in the Hunger Games, a futuristic "American Idol" in which the 24 "tributes" fight to the death. Kids killing kids. Capitol and district residents alike watch the Hunger Games televised. It is their chief entertainment - like the brutal Roman games of history.

The series is imaginative and well-written, and the protagonist is a cunning and brave teenage girl, Katniss Everdeen. Clearly adults everywhere are impressed by the books: The series is assigned reading in eighth grade in my school district.

Katniss wrestles with all the moral questions the plot implies. Why is there an exempt class of Capitol residents who are never required to compete in the games? How can tributes be allies and friends, and then be required to turn on one another? Katniss' love triangle raises further questions of loyalty.

Loyalty is an overarching issue for middle-schoolers, who are often breaking old elementary school bonds and discovering new packs. So it's easy to see why the books were chosen for an eighth-grade audience. If the film portrays these issues well, it will be worth watching.

But morality is harder to convey on screen than gore. If filmmakers go the blood-and-guts route, emphasizing the considerable violence, "Hunger Games" will have failed its fans. Movies with PG-13 ratings, like this one, often push up against the envelope of R - and no ratings system seems adequate to prevent plain bad taste. Will Ferrell has convinced me of that.

At some point we have to trust our kids to understand the difference between reality and dystopian fantasy, and I believe most of them can. In some parts of the world, in the Lord's Resistance Army in northern Uganda, for example, leader Joseph Kony forces children to murder - a real-life "kids killing kids."

It's not as though this idea has never entered the human imagination.

First couple Obamas make time for family

We've come a long way, baby, when the president of the United States is worried about getting home in time for dinner at least five nights a week.

That's my takeaway from "The Obamas," a new book by journalist Jodi Kantor that promised a close-up account of the first couple's marriage. The book has stirred a number of tempers, including that of first lady Michelle Obama, who told talk-show host Gayle King that she hadn't read it, but what she had heard made her seem like an "angry black woman."

The Obamas probably have had to defend themselves against that stereotype their entire public lives. But anger has several welcome cousins: determination, strong will, commitment. The first couple, in Kantor's tale, employ these to wrestle with the time binds that constrict many modern families: how to have two careers, raise "normal" kids and find together time.

We're a busy country. The average American has added around a month's worth of work - 164 more hours per year - in the past two decades. The number of dual-income households has risen, as has the number of people working multiple jobs.

Glimpses of life with "The Obamas" gives us a comparison we Americans seem to love: Our celebrities' struggles are somewhat like ours.

Except in special circumstances, Kantor reports, the president turns down cross-country trips, dinner parties, gala invitations, fund-raising or working dinners that would keep him from the family table more than two evenings a week. By 6:30, he walks the few minutes' journey from the Oval Office upstairs to have dinner with Michelle, Sasha and Malia.

Barack Obama is one of several parent coaches for Sasha's basketball team - not at the games, where his presence would be a distraction, but at practice drills. Kantor writes, "Finally, he was what his own father had never been, what he had never been, what his wife had always wanted: the kind of dad who was around to coach basketball."

Michelle Obama is the parent who keeps standards high. If the girls take a trip, they are required to write a report about it for their parents. When they ask for a snack, the first lady questions whether they are really hungry - or just bored. That's probably a tip she picked up from her campaign against childhood obesity.

The girls are not allowed to surf the Internet or watch TV during the week. And they are very active: swimming, tennis, soccer, lacrosse, basketball.

Certainly it's easier to keep such a busy schedule with the help of a White House staff. But they could also be sitting on the couch watching "Big Bang Theory" or "Two Broke Girls."

To be sure, the good father image works for President Obama politically. When he was running for president, polls said that was one of the things voters liked best about him. At the time, scandals were engulfing other men in public life: Think Eliot Spitzer and John Edwards.

Other presidents have been doting fathers. George W. Bush certainly comes to mind. But it's rare to sneak such a peak behind the scenes while a first family is still in the White House. Kantor is to be commended for looking through the eyes not only of a political reporter but also of a wife and mother.

The Obamas of this book are good role models, not only making time for each other but determined to create a rich, rounded childhood for their girls - even in the extraordinary circumstance of growing up in the White House.

The rest of us have our own circumstances - and for most of us, far fewer resources - that make family life challenging. But we shouldn't give up on these ideals, either.

Readers respond: Students need layoff facts

Regarding the column by Anne Michaud, "Keep school budget talk out of the classroom" [Opinion, Dec. 8], I agree that children need to feel secure in school. Their focus needs to be on learning. A major part of that learning should, in my opinion, be relating knowledge to reality. What good are the three Rs if we don't see the issues that are facing us daily?

We live in a society that has a small percentage of people voting in general and school elections. This lack of response leads to lack of control over the direction our country takes and sometimes even to corruption in government.

It is imperative that our children learn to be good citizens and participate in our democracy. If this means bringing up budget concerns to students old enough to understand, then they should be mentioned. An open discussion talking about the whole process and not focusing just on layoffs, would be in order. This hopefully would bring students to begin thinking about mundane issues that our society faces on a daily basis. Opening their young minds would undoubtedly lead to a more involved electorate later on.

If a teacher is asked a question by a student, shouldn't it be answered? I find it amusing that a person who contributes to Newsday's Opinion pages wants to now control the things we say in class. Newspaper columnists get their forum without any input from readers.

I find all the harsh rhetoric printed in the last several years about teachers "divisive, angry and unhealthy" as well. When class sizes are larger and programs are cut, remember the true culprits: the financial institutions and oil companies whose employees and owners still get record bonuses each year -- on average, more than teachers make in a year.

I believe that Anne Michaud completely missed the point. School budget talks allow Social Studies teachers to discuss relevant and current issues facing our communities. This issue lends itself to great discussions of limited resources, the role of the citizen in a democracy, economic choices and a whole host of other topics. This is what we call a teachable moment.

We do our students a great disservice when we try to shelter them from what is happening in the news.

As a teacher in a public high school, I feel that I need to explain why teachers sometimes discuss rules governing teacher layoffs (last in, first out) with their students. A lot of students don't understand the difference between being laid off and being fired. They just assume that when someone is excessed because of budgetary reasons, that person has been fired for cause.

I feel it is important to explain to students how tenure and seniority work. It's bad enough when colleagues are let go. I'm certainly not going to let their reputations be tarnished with misinformation.

The column is right in this sense, that younger children should not be frightened by teachers into thinking Mom and Dad hold the key to a teacher's survival, and children should therefore convince their parents to vote for the budget. It's a cheap ploy.

However, I also think that when students come to school and tell me their parents say I make too much money and have it really easy, that I should be allowed to defend my profession. I don't think it's inappropriate to discuss the realities with older students, some of whom will be able to participate in the upcoming budget votes.

Peace Corps needs to do better when volunteers are raped

My grandmother didn't have much money. She was a widow who had raised five children on her husband's paycheck from the textile mill. So when she tried to give me $1,000 not to go into the Peace Corps, it was a very big offer.

I told her that I wanted to serve and that it wasn't about money. And I went - to Togo, West Africa, in 1983. My grandmother's fears were about the kind of men I would meet there. She grew queasy thinking about it. I thought her worries were as old-fashioned as her collared housedresses.

The Peace Corps now stands accused of mishandling reports of more than 1,000 sexual assaults of volunteers, including 221 rapes or attempted rapes. Because these crimes are often never reported at all - especially in countries with corrupt local police - the actual numbers of Peace Corps volunteer rape victims are probably much higher.

The organization needs to get serious about this problem, or risk fueling the anxiety of grandmothers everywhere - many of whom may succeed in keeping their progeny at home. Peace Corps director Aaron Williams has appointed a victim's advocate and is implementing better training programs.

The first step is to admit that American women are different, conveying a unique sense of freedom and entitlement. We have that reputation, too - especially those who head across the world for adventure.

In the early months of training, the Peace Corps should address directly how American women are perceived, and recommend ways to avoid giving the wrong message. This is not an effort to blame the victims of sexual assault. But volunteers should be better prepared about cultural differences. For example, we were told that in Togo, women with bare legs were thought promiscuous. Subtler sexual codes should be explored with equal frankness, even when it's embarrassing.

During congressional hearings earlier this month, former Peace Corps women testified that they had felt stalked and constantly afraid. This brings up a second point: volunteers need to be able to report problems to a trusted Peace Corps official, and have them taken seriously. There is absolutely no cause for anyone to remain in a situation where she or he feels like prey - and this should be plainly conveyed to new volunteers. The Peace Corps should document the host countries where volunteers are reporting these problems most often, and reconsider its role there.

Karestan Koenen was raped while she was a Peace Corps volunteer in Niger in the 1990s. She told Congress this month that one Peace Corps official investigating her case said to her, "I am so sick of you girls going out with men, drinking and dancing, and then when something happens, you call it rape."

Koenen testified that her treatment by the Peace Corps was worse than the rape. Every person connected with this federal program needs to take steps to ensure that this will never happen again. Such a betrayal of someone in the field is far too common in macho outfits like the Peace Corps and the armed services. The U.S. Senate is considering a bill that would give the Pentagon new tools to better prosecute sex offenders in the military.

Clearly, Koenen and her male investigator - probably mirroring women and men generally - view the question of rape very differently. Until humans agree on where the limits are, and who's to blame in every case, organizations that employ women - especially in remote and foreign locations - need to take their side and their view of such incidents.

The Peace Corps is in some measure about exporting American values. A free and savvy cadre of women volunteers, fully supported by the home staff - those are values we can defend.

High-quality child care is a good investment

The United States is sitting on a vast, untapped economic development tool that has received too little notice: our children.

Investing in children before they enter school pays dividends, and yet child care subsidies are at risk as Congress mulls questions about how to reduce the federal deficit. Before you tune this out as the same old "it's for the kids" chorus, consider:

--Children in high-quality programs are more likely to be employed -- and paying taxes -- when they reach adulthood.

--Parents who receive child care subsidies are less likely to need other forms of public assistance. A 2006 report by the Department of Health and Human Services noted that the subsidies are associated with the largest increase in employment for people formerly on welfare.

--Children who receive high-quality care, either at home or outside, are ready to succeed in school, showing a reduced need for special education programs and increased graduation rates.

--Bad child care is more likely to produce juvenile criminals. A Chicago study showed that at-risk children not enrolled in early care and education programs were 70 percent more likely to be charged with a violent crime by age 18.

This last point prompted more than 600 police chiefs, sheriffs and prosecutors -- calling themselves Fight Crime: Invest in Kids -- to write to Congress this spring, urging continued funding for Child Care Development and Block Grants. The grants are the federal government's primary child care assistance to states.

Despite a sizable budget -- $19 billion in federal and state spending in 2008 -- child care subsidies have never kept up with the need. Only a fraction of eligible families received any subsidy that year, according to the Urban Institute; most were stuck on long waiting lists.

In February, Republicans in the House proposed cutting the child care block grants by $39 million. That didn't happen, but the funding is still at risk. In the name of deficit reduction, Budget Committee Chairman Paul Ryan's (R-Wis.) plan for 2012 would reduce spending to 2008 levels. Democrats say that would cause 170,000 families trying to find or keep jobs to lose child care.

To be sure, we must get federal spending under control. But it's fair to ask our leaders to responsibly weigh the value of programs they want to cut.

Child care costs are mind-boggling. A survey by the National Association of Child Care Resource & Referral Agencies found that, in every region of the United States, the average child care fees for an infant were higher than the average amount that families spend on food. In New York, infant care at a center averages $13,630 a year.

One culprit in underfunding child care is the culture war. Often, those who believe that a parent -- a mom -- should stay home and raise children oppose child-care subsidies. But given modern economic realities, parents will work. Seventy percent of mothers with young children are employed outside the home. And census officials are predicting a boom in the number of single mothers on Long Island, as figures are released this week.

Besides, 50 years of research has found that children of working parents don't turn out to be much different from those with stay-at-home parents, at least when it comes to academic achievement and behavior. That's according to an analysis published in January in the journal Psychological Bulletin, which examined 69 child care studies conducted between 1960 and March 2010.

It's the decent thing to do to help families get on their feet and stay there, not to mention to raise a generation of kids who are prepared for success. But if decency isn't persuasive, think of all the money we'll save on special ed, public assistance and juvenile incarceration.

Public schools lack independence to analyze cost-savings

Lately, everyone seems to be offering ideas about how to save money in the public schools. People familiar with business or even household budgets look at the problem and want to apply a little common sense. One of the most popular suggestions: Cut the number of superintendents down to one each for Nassau and Suffolk counties, for a potential savings of more than $25 million.

That may sound like a lot, but it would amount to just one-third of 1 percent of the $7.5 billion that Long Island's 124 school districts spend each year. Even so, it's clear that residents are ready for some sign of good-faith reductions from schools.

Decreasing the number of superintendents gained wattage last week as Gov. Andrew M. Cuomo addressed crowds around the state and talked about how much these school leaders are paid. He says that 40 percent make $200,000 or more.

Teachers' raises, "steps" (built-in longevity raises) and credits for coursework - which add up to increases of about 6 percent a year - also have Long Islanders reaching for their budget shears. So do the cadres of assistant superintendents, directors, assistant directors, principals, assistant principals - and on and on.

Per-pupil costs reach $23,000 in some Long Island districts, more than double the national average of $10,259. So, yes, Long Island's school costs appear fat. That's why it's surprising that study groups charged with finding savings always come up with so little.

Take the years-long initiative by Nassau County school districts to consolidate non-classroom operations. Albany gave the districts a $1-million grant to figure out how to save money, in part by jointly bidding contracts. The study group looked at student busing, school inspections and cell-phone use. It spent half its grant money - and came up with a mere $760,000 in potential economies. Early estimates were $5 million in savings a year. What a disappointment.

Then there's the Suffolk County study that was supposed to save money through pooled health insurance. A consultant concluded that the reduction would amount to two-tenths of 1 percent of current costs. That useless exercise was funded by a $45,000 state grant.

These studies are plainly approaching the question the wrong way. They seem to eliminate from the outset any possibility that would cause a friend or ally to forfeit cash. For example, the Nassau County group declined to consider using the county attorney's office for legal work, preferring instead to continue paying outside lawyers "experienced" in school law. As if the county attorney couldn't gain adequate experience within a short time.

People inside the school community, who are invariably leading these studies, just aren't independent enough to ask the hard questions. But outsiders are rarely invited in. Instead, those outside the school corridors are essentially told: You don't understand the requirements and pressures on schools. And outsiders are never trusted with essential information to make smart decisions. If you've ever tried to read a school budget, you know what I mean.

We need some sort of hybrid, an independent study group with insider knowledge, like the 2006 state Berger Commission on hospital closings. Budgets are tight. It would be wonderful to find the $1.5 billion in school savings that Gov. Cuomo has targeted without sacrificing music or art, accelerated programs or special education resources, late buses or athletic programs. Maybe that's impossible. Americans should have longer school days, longer school years

In these days of tiger-mother hysteria about raising children with academic backbone, President Barack Obama has weighed in with yet another cause for paranoia. The president dropped India and China into his State of the Union speech last week, just long enough to say they are educating their children earlier and longer.

Generally, school days are longer in Asian countries, and vacation breaks, though more frequent, are shorter - no more than five weeks in summer. Subjects are introduced earlier. South Korean parents, for example, insisted that President Lee Myung-bak recruit more English teachers, so that kids could begin language lessons in the first grade.

Research supports these measures as important to kids' learning. Few educators would disagree that more time on task and shorter intervals away from the classroom are beneficial.

Obama's clear implication is that if we want to keep up, to hold on to a place of prosperity in an increasingly competitive world, we should be considering these things.

Americans have one of the shortest school years on the planet. Our kids attend school for 180 days each year, while Germany and Japan average 230 days. In South Korea - where teachers are hailed as "nation builders" - school is in session for 225 days each year.

By the time American students reach eighth grade, they've spent roughly 400 fewer days in school. So there's a lot of pressure on teachers to cover subjects in a shorter time, and in less depth.

Not coincidentally, perhaps, middle school is where American students begin to fall behind their global peers. By high school, among 30 developed nations, U.S. students rank 15th in reading, 21st in science, 25th in math and 24th in problem-solving. People who study these trends, like Education Secretary Arne Duncan, believe that the United States has stood still while others have moved past us. In an October speech to the Council on Foreign Relations, Duncan said, "Here in the United States, we simply flat-lined. We stagnated. We lost our way, and others literally passed us by."

So while people of my generation might say to ourselves, "We didn't know much math, and we turned out OK," we'd be missing the point. The rest of the world is changing. We need to prepare our children for a knowledge economy.

It's not entirely bad for Americans that other countries are growing wealthier and better educated. Having a market for our products abroad is essential to our economic growth, and an educated world is a safer one.

But we don't want to be left behind. Some U.S. schools have been experimenting with more time in the classroom. Roughly 1,000 schools - including 800 charters and about 200 traditional district schools - have expanded their schedules by more than one to two hours a day, according to the National Center on Time and Learning. KIPP Academy, one charter success story that started in the Bronx, requires parents to sign a contract saying they will not pull kids out for a family vacation.

Expect to see more of this. As Congress moves to reauthorize and rework No Child Left Behind, the Obama administration is pushing for flexibility for school districts to break from established norms. In November, the New York State School Boards Association advocated a longer school day and year "where it will serve students well."

Midafternoon dismissal times and long summer breaks are impractical holdovers from an agrarian past - increasingly so, as more homes are led by single parents or two working parents. It's time to dust off those problem-solving skills and put them back to work.

Shriver launched a Peace Corps that broadened Americans' lives

Although it's been more than two decades, I remember very clearly how nervous I was before stepping out onto the streets of Togo, West Africa, as a newly minted Peace Corps volunteer.

At dinner during our first night in the wet sub-Saharan country, we 40-some volunteers were dining on avocado halves when the lights went out. As our hosts worked to start the backup electrical generator, the sudden darkness jarred me into thinking how far out of my element I was. What if the Togolese were nothing like the people I had known back in my insular, white Massachusetts suburb? What if they were completely alien? I felt a little panicky.

But the lights came back on. I picked at my avocado, and the following day I began a journey - making many good Togolese friends and learning valuable lessons about the universality of human frustrations, dreams and endurance.

Sargent Shriver, the man whose leadership made that journey possible for me and more than 200,000 other Americans, died Tuesday at 95.

President John F. Kennedy launched the organization in 1961, as a way of introducing Americans to the rest of the world. He thought that our reputation abroad was "ugly" and arrogant. In his inaugural address, given 50 years ago today, Kennedy reminded us that we were in the historic position of being able to abolish all poverty or abolish all life.

"To those peoples in the huts and villages across the globe struggling to break the bonds of mass misery, we pledge our best efforts to help them help themselves, for whatever period is required," Kennedy said. "If a free society cannot help the many who are poor, it cannot save the few who are rich."

Shriver, a former Kennedy family employee married to the president's sister, Eunice, was named the Peace Corps' first director. The organization helped Americans grow from our insular 1961 world into the globally engaged nation we are today. The Peace Corps took us by the hand on that adventure. It provided a way to see the world for middle-class people - those who could afford to take a couple of years away from establishing their careers, but wouldn't necessarily be able to travel otherwise. It was an outlet for the tumult of the 1960s, growing quickly to 15,000 volunteers serving in more than 44 countries by 1966.

In the 1980s, President Ronald Reagan first cut, then expanded the Peace Corps. The organization has been embraced by Democrats and Republicans alike, with George W. Bush and Barack Obama among its strongest supporters.

Shriver could have settled for Kennedy's original vision of sending some nice, young Americans abroad to charm the Third World. But he insisted on technical skills from the Peace Corps' early days. And he extracted a pledge from every volunteer to not only help host countries meet their needs for trained men and women, but to return to the United States to, in turn, bring the world to Americans.

Former Mali volunteer Anne Kopstein of Huntington takes photos to classrooms and community groups to talk about her experiences. Claudia Hart, who became a teacher in Connecticut, has devoted a corner of her home to Zaire, which her students visit. David Olson, another Togo volunteer, advocates on behalf of global health issues in Washington.

As Sargent Shriver departs for his next assignment, it's worth noting how many lives he touched by seeing the Peace Corps off to a sound beginning: generations of volunteers, their co-workers and friends around the world, and the people at home who are curious to hear our stories.

He made our world larger, just when the globe was shrinking.

Families of the mentally ill need stronger laws

It's obvious now that Jared Lee Loughner should have been stopped. In accounts by news organizations, his madness escalated so clearly: the classroom outburst about strapping bombs to babies, the government conspiracy talk, the eerie, miscued smiling.

But for those of us with a schizophrenic in the family, the progress can look a lot like a rebellious teenager dabbling in drugs and struggling to cross into manhood - not ideal, but in a word, normal.

People ask, why didn't Loughner's parents stop him? We may never know what other steps the family took - nor do we know whether the suspect is mentally ill, though he displays all the signs. But his father was alarmed enough to chase Jared into the desert - ultimately losing him - the morning of the shootings at the Safeway meet-and-greet in Tucson. To me, as the sister of a schizophrenic man, this is the quintessential family face of mental illness: chasing, and powerless.

Families, and other authorities, have too few tools for this disease that sickens men on average at 18 and women at 25. In Arizona, like more than half the states, in the absence of specific threats, it's impossible to force someone into treatment. The law requires that individuals constitute a danger to themselves or others. That means, in most cases, a suicide attempt or a crime. As we know from Tucson, waiting for such evidence can be fatal.

Since the 1970s, Americans have moved firmly away from forced treatment, horrified by stories of brutish conditions, lobotomies and traitorous relatives signing away a poor soul's freedom. But we have journeyed so far in the opposite direction, in our concern for the civil rights of the mentally ill, that they are too often going without the medical care they need.

Like other illnesses, this disease can worsen when left untreated. The consequences can be catastrophic.

Postponing help until after a crime has packed this country's jails and prisons with the mentally ill: The Treatment Advocacy Center, a national organization that wants stronger involuntary-treatment laws, estimates there are 280,000 mentally ill locked in correction facilities today, up from 170,000 a decade ago. These people are often not receiving the care they need to get well and live lives outside of a cell.

In September, Pima Community College, where Jared Loughner was enrolled, was sufficiently unnerved after several incidents that it sent two campus police to tell Loughner and his parents that he had been suspended - and those officers had backup waiting in the neighborhood, just in case. The school wanted him to be cleared by a mental health professional before he could return.

The school protected its students. But didn't college officials also have an obligation to the greater community? William Galston, who advised the Clinton administration on domestic policy, argued in The New Republic last week that college personnel, Loughner's parents and other adults should have been required to report his actions to the police and the courts.

One result, at least in New York, might have been a judge's order for a temporary commitment and medication. The threshhold here is "need for treatment," not just a person's likelihood of being dangerous. Nearly half use this standard, and 44 permit court-ordered medication. But the laws are rarely used. California, for example, recently passed Laura's Law but has not enforced it, lacking money and treatment resources, and fearful of violating patients' freedoms.

It's the nature of mental illness that nearly half of those suffering do not realize they are sick. That's why those of us around them need to give chase - and persist until we help them.

Economy makes more kids homeless

Every year as the cold weather arrives, the U.S. Conference of Mayors conducts a survey of who's living in homeless shelters. This year, it uncovered a troubling statistic: a 9 percent increase in the number of families who are homeless.

These numbers have been increasing - the Department of Housing and Urban Development notes a 30 percent growth since 2007 - and are expected to bump up again next year.

Many of these families, remarkably, continue to function, even as the basic need for shelter is threatened or removed entirely. Wendell Chu, the school superintendent in East Islip, says that more students are showing up for class with their homes facing foreclosure. Many more qualify for free and reduced-price lunch - another measure of families in distress.

"This creates stress for these kids," he says. "It affects how kids come to school, their readiness to learn."

As the country continues to pump billions of dollars into homeless programs, food stamps and other safety-net services, the very people these programs are meant to help - mothers and children - continue to struggle. While the welfare overhaul of the late 1990s was intended to create a path from welfare to work, its effect in the current troubled economy may well be simply dumping people without support.

The mayors were asked to identify the three main causes of homelessness among households with children. The top responses were unemployment (76 percent), lack of affordable housing (72 percent), poverty (56 percent), domestic violence (24 percent) and low-paying jobs (20 percent).

To be sure, we are living through a historic economic catastrophe, and this period will leave a mark on our national psyche. More Americans were poor in 2009 - 43.6 million total - than at any time since the U.S. Census Bureau began estimating the poverty rate 50 years ago. Jobless rates are also very high.

Our social safety net simply has too many holes. While some dismiss the homeless - depicting them as either too crazy, drugged or afraid of the authorities to seek help - surely we're not ready to concede that there's an acceptable level of homelessness for families.

The Long Island Coalition for the Homeless is preparing for its annual count of homeless people later this month. Last year, the group found 1,046 families in Suffolk County and 446 in Nassau living in emergency shelters or transitional housing.

Long Island wasn't part of the Conference of Mayors survey, but the coalition's Julee King says the trends hold true here. In the past 18 to 24 months, the coalition has fielded more calls from families, particularly those being evicted because the homes they're renting are being repossessed.

It's extraordinary that this is happening on well-to-do Long Island. Fortunately, we have a network of charities, religious and secular, that provides temporary housing. But it would be better to prevent homelessness in the first place. The dislocation is disruptive, as the school superintendent points out, and it's inhumane.

Boston is experimenting with banning evictions. Many cities, including Chicago, are expanding consumer credit counseling. Of those surveyed in the mayors' study, 92 percent said housing vouchers to reduce rents would be an effective remedy for homelessness, and 71 percent advocate higher wages for low-end jobs. Given economic realities, that's unlikely to happen any time soon.

Still, these are important ideas. Nobody, least of all children, should have to cope with so much insecurity when it comes to something as basic as shelter.

NY needs to cut special ed spending

Two years ago this month, the Suozzi Commission came out with a startling report. Charged with finding a way to lower property taxes, the group - formally named the New York State Commission on Property Tax Relief - turned sharply off course to detail the escalating cost of special education.

For more than a year, the commission looked for fundamental reasons why New York's property taxes are so high. It asked public school officials who, one after another, pointed to special education.

So, the commission assigned a task force to examine special ed. It found that the state has 204 "mandates" beyond federal rules that make our special education system the most expensive in the country. On average, New York schools spend $9,494 per pupil in regular classrooms, and a prodigious $23,898 for each special education student.

Our state is rightly proud of its generous and progressive history on education. But you have to wonder, as a new administration takes over in Albany next month with a $9-billion deficit chained to its ankle, whether it's time to take another look at the Suozzi Commission's findings. After all, the state Council of School Superintendents called them "the most thorough independent review of New York's special education policies in the more than 30 years since the current basic structure was put into place" - yet they've essentially been ignored.

One problem with special ed is that too many students qualify. Don't assume that these programs serve only those students diagnosed with a severe mental or physical challenge. In fact, more than half the students in special ed simply need extra help in reading or math, speech therapy or other support.

Schools receive extra resources for special ed students, so they have an incentive to label marginal students as disabled. But what if not all of them are really disabled? Not only would that be a waste of money, it would harm the truly disabled students by overburdening the resources meant to serve them.

Also, shifting non-disabled students into special education can stigmatize them and sidesteps problems, like failing schools, that should be addressed head-on.

Once kids are in special ed, schools must meet minimum requirements for them, like drafting an individualized education program every year. Students in speech therapy had to attend at least two sessions a week - no matter what their needs were - until the Board of Regents relaxed that rule last month.

Such regulations may sound trifling, until you consider there are 204 of them, on top of a tome of federal rules.

School officials are also required to hold legal hearings, at an average cost of $75,000, if a parent questions a student's placement. (Parents pay some of the cost.) In the 2007-08 school year, 6,157 hearings were requested. A case for one child on Long Island cost $300,000.

Parents can sue to have the school district pay for private school tuition - as much as $25,000 a year or more - and for bus service within 50 miles of a child's home. In theory, a Mineola student could qualify for door-to-door service to a school in Greenwich, Conn. - although it defies logic that a parent would want that.

Last month, New York's Regents did away with a few of the 204 mandates, but nothing that will cut costs. What's needed is a study of results: which strategies work best to move students on to college or the workforce. Schools should know what leads to success.

Parent advocates for students with disabilities correctly argue that early intervention - say, remedial reading in lower grades - prevents problems later on. And no one wants a child to struggle needlessly. But the spending gap is outrageous. It's time to find a middle ground.

Crossing the pre-teen ravine

A couple of nights ago, my two daughters and I set up yoga mats in the living room. I had discovered that I could stream yoga instruction videos through Netflix's "instant play" option. So, we set the laptop on the coffee table, selected a video and stretched our way through downward dog and camel. I'm searching for new ways for us to enjoy time together, now that they are leaving childhood. I'm actually in a small panic about the whole thing, although I tell myself that it will pass. Dan-my-husband went through this several months ago, as Isabelle rounded her 12th-and-a-half year and bulleted toward 13. "She was such a great kid," he mused one evening, changing into his pajamas.

"She's still a great kid!" I replied, defensively. But I knew what he meant. Her interest in being a child had been full and complete. She barreled down snowy hills, caring to catch every mogul. She worked her diving board technique with a religious passion. She never met a dog she didn't go out of her way to greet. Rocks from her collected adventures littered my kitchen windowsills.

Isabelle's maturity was the first shock, but Charlotte, 17.5 months younger, is following fast behind. They are dragging up the rope ladder behind them. Suddenly, I find myself with -- O, joy! -- time to pursue the interests I have been suppressing these long years, more than a decade. I emerged recently from a three-month jag of writing a book proposal, having satisfied a long-deferred longing in my heart, only to find that my daughters no longer needing me so intensely. I felt as though I had skipped a chapter somewhere, lost a transition. Lost in transition. Maybe that's what I am.

But I don't want to wallow in the melodrama of it all. And so, the yoga class. I am determined to move into the future alongside my daughters, these near-women. I hope to cross soon to the side where the gain is as clear and perceptible as the feeling of loss.
